One year later, Ramonda enrolls at the United Nations. The US Secretary of State criticized Wakanda for failing to pay attention to international issues. The French envoy is convinced that the Wakandans are hoarding vibranium for future use in weapons of war. Ramonda claims that the people are in mourning for T’Challa and are aware of the consequences should the vibranium supply be compromised.
The Dora Milaje, led by Okoye, quickly incapacitated and expelled mercenaries who had attempted to steal vibranium from an outreach facility in downtown Mali the night before. The captured mercenaries bow down to Okoye before the United Nations. Before she left, Ramonda said that any further attempts would be met with brutal force.
Vibranium is discovered by a CIA team led by Dr. Graham in the Atlantic Ocean. Two divers are killed by unknown assailants after their mining drill is destroyed underwater. Attacking the ship in the Atlantic, the blue-skinned Talokans slaughter the crew. The helicopter carrying Dr. Graham and her colleague was thrown into the ocean after being seized by the Talokan leader, Namor.
Ramonda and Okoye go back to Wakanda, where they find that Shuri has been working on some cutting-edge tech. Shuri believes the Black Panther is a relic and only wanted to save T’Challa, so she ignores her mother’s advice to continue developing her synthetic heart-shaped herb to bring him back.
To put an end to their mourning and begin celebrating T’Challa, Ramonda and Shuri attempted to burn their ceremonial garments by the water. Shuri was incensed by the death of her brother. Later, Namor explains to Ramonda and Shuri that the Talokans’ access to vibranium makes T’Challa’s decision to open Wakanda to the world a security risk for the country. Namor has threatened an attack on Wakanda unless they bring him the creator of a vibranium-detecting machine. He cautions against telling anyone about him.
Shuri does as Ramonda instructs and looks for the researcher. Okoye accompanied her to Virginia to inquire with Everett Ross about the scientist. Ross takes them by surprise by revealing that the scientist is actually a teenager from MIT named Riri Williams. Shuri comes to Riri’s dorm room and insists that she come along, explaining that the vibranium detector she built in class was stolen from the CIA. Riri is compelled to leave by Okoye.
Riri, Shuri, and Okoye are all busy in her garage working on various projects. The FBI bursts into the garage, chasing the women away. As Shuri and Okoye leave in their car, Riri puts on her suit of iron flying armor. Riri manages to shoot down a drone before she passes out. After the drone has crashed into several police cars, Shuri and Okoye are free to pace.
The Talokans trap them on a bridge, where they use a water bomb that knocks Shuri unconscious. After Riri arrives, Okoye slaughters three Talokans and confronts Attuma. To protect the three Talokans, she shocks her spear out of his grasp. Okoye defends the bridge from attack. After Shuri comes to, she and Riri are kidnapped by the Talokans.
Ross and his ex-wife, the director of the CIA named Contessa Valentina De Fontaine, arrive at the bridge crime scene the following day. In order to steal Shuri’s Kimoyo Beads, Ross resorts to dishonest means.
Okoye had asked Ramonda to lead an underwater search for Shuri when she returned to Wakanda before the council, but Ramonda had demoted her from general in the army and out of the Dora Milaje for failing to keep Shuri safe. Shuri’s lab beads were lost, and Ramonda asked her AI Griot to find them. Ross makes covert phone calls to her. He confides in Ramonda that the CIA has concluded that Wakanda launched an attack on the mining vessel, but that Namor must remain hidden.
Soon after “The Blip,” Ramonda discovers Nakia is working as a teacher in Haiti. Nakia, Ramonda reveals, did not attend T’Challa’s funeral. Although Ramonda assured her that Wakandans do not perish, Nakia insisted that she could not bear to consider the possibility of his death. She begged Nakia to help her rescue Shuri. Nakia spoke to a native Yucatecan woman who identified Namor as K’uk’ulkan, the God of the Feathered Serpent.
Shuri, before she meets Namor, wears Talokan garb. His mother’s village contracted smallpox in 1571, when it was introduced by Spanish conquistadors. A call was made to Chaac. They had to stay underwater because the blue substance they ingested to heal themselves had rendered their skin blue and made atmospheric air intolerable.
Namor was a flying, breathing-underwater superhero. Conquistadors were raiding villages and enslaving the inhabitants when his mother passed away. A priest called Namor “un nio sin amor” (a child without love) because Namor fights the Talokans and hates the surface world. He demonstrates his thriving kingdom to Shuri, drawing comparisons to Wakanda, and enlists her aid in defending both from external threats.
Nakia is chasing after Riri and Shuri. Once Ramonda learns from Ross that the CIA is punishing Wakanda for the attack on the mining ship, she meets Namor. Ramonda pleads with Namor to assume blame, but he cautions her against exposing Talokan out of fear of retaliation from the Wakandans. Nakia dives to protect Shuri from Namor’s cousin, Namora. The Talokan warrior who had captured Shuri is killed by Nakia. They manage to get away, but not before Namor discovers the dying warrior and gives the order to avenge Wakanda.
Nakia and Okoye meet up in the city again, but the flooding causes them to miss the attack. The city of Talokan is flooded and destroyed by water bombs. Jabari soldiers led by M’Baku take on Shuri’s technology. Ramonda and Riri are killed when Namor floods the palace with water cannons. If Wakanda is to survive, Shuri must follow Namor’s orders and launch an attack on the outside world. They both pass out as Ramonda lifts Riri. Riri is spared while Ramonda is killed.
Death of Ramonda; the funeral. M’Baku comforts Shuri and gives her advice as requested by T’Challa, but Shuri is still mourning the loss of her loved ones. If you’re talking to Ramonda behind her back, you’ll get arrested.
Shuri completes the “Midnight Angel” suits for Okoye and Aneka, and Riri puts the finishing touches on her iron suit as Wakanda braces for Namor’s return. Shuri uses Namor’s bracelet and T’Challa’s DNA to create a heart-shaped herb. To seek advice from Ramonda, Shuri, Nakia, and Okoye take the herb to the Ancestral Plane. SLAYER kidnaps her.

He claims that she visits him because she, like him, seeks Namor’s vengeance for the deaths of her mother and brother. Killmonger says T’Challa would have spared Namor like he did Zemo after his father’s death because he was too noble. When Shuri wakes up, she is haunted by the knowledge that her mother and brother have abandoned her and the memory of seeing Killmonger. She unearths her kingly battle helm and takes the throne.
As the tribes debate their next move, Shuri emerges from a ship. Black Panther has been declared alive by M’Baku. The next phase, as announced by Shuri. By luring him to land, Shuri and Riri hope to weaken Namor.
The Talokans are drawn to the Wakandan ship by the vibranium detector. Protecting the ship from the Talokans are the Dora Milaje and the Jabari warriors.
While Okoye and Aneka flew in their Midnight Angel suits, Riri appeared in Ironheart armor. Shuri dries Namor in her ship while Riri blasts him. While Okoye battles Attuma, Namora jumps on Riri. Okoye tosses Attuma overboard and Riri sends Namora sailing off into the Atlantic. Namor’s spear faces off against Shuri’s Angel suit. Namor destroys the ship just as Shuri is about to pilot it toward the desert.
Shuri is the target of Namor’s spear. After giving Killmonger’s advice some thought, Shuri finds her footing and launches an attack against Namor. Namor was weakened by her exhaust pipe. She seizes his spear and moves in for the kill, but Ramonda stops her just in time. To prevent their offspring from suffering an eternal cycle of vengeance, Shuri orders Namor to submit. Yes, says Namor. He gives up and goes home safely after surrendering to the Talokans.
In an effort to avoid hostilities between the United States and Wakanda, Shuri has Riri return home to Boston while instructing her to leave her suit behind. Riri picked up her father’s fixed car. Since they had no other allies, Namor told Namora in Talokan that they must form an alliance with Wakanda Nation. As before, Okoye came to Ross’s rescue.
For her final mission, Shuri went back to Haiti to meet Nakia on a beach. She does this by the campfire as a way to mourn T’Challa.
After the closing credits, Nakia introduces Prince T’Challa, a Haitian named Toussaint. The tension in Shuri’s body melts away. T’Challa and his grandmother Ramonda knew him before she passed away, according to what Nakia has told Shuri. The movie has ended.
